Blarbup

The seas of Agartha are part of what the Fishfolk call the Sunken Empire. In Agartha, Blarbup is the Sunken Empire’s outpost. Also known as the City of Light Blarbup is located in the The Nusquam Sea and it is affixed on a deep underwater plateau known as the Star Rise. Much is unknown about the Fishfolk who inhabit this sunken city but seafarers tell tales, both good and bad, about the Fishfolk and their bizarre ways. Fishfolk worship a goddess who they refer to as the Sea Mother and their society is based on ancient traditions. From birth Fishfolk are separated into strict castes. This caste system leaves little to no room for upward mobility but much space for downward mobility. The Fishfolk young are raised in spawning pools and on occasion certain spawning pools hatch under particular tide patterns or holidays, marking a sacred spawning. These sacred spawnings are influenced by the Sea Mother and the individuals born in these pools are marked by specific attributes. It is rare that Fishfolk ever live among other races, unless they are exiles; a common practice in Fishfolk society. Their cities are massive and they rely on ancient magic that allows them to utilize resources that other races and cities can only dream of. Blarbup is no different but few outsiders have ever entered the city and those who cannot exist underwater have no way of ever seeing the city. Rumors tell that they have harnessed the power of lightning and that their dark underwater cities are illuminated by the many temples tothe Sea Mother and weird orbs of lighting. Their magic users rely on electric magic and even their warriors can fight with the power of lighting and the force of thunder.

Government

Governance System: Empire governed by a repressive non-democratic oligarchy whose selection is based on tradition. Each city, other than the capital, is ruled by a governor who serves as a political leader but is normally chosen from the military caste.
